Scott B. Smith, Executive Director

Throughout his career, Smith has managed and invigorated organizations of all sizes in dynamic and demanding times. He has led private business enterprises, large military organizations, and non-profit entities focused on construction management, research, and security-related activities.

Education

  • B.S., United States Military Academy

  • M.S. in Civil Engineering, University of Illinois

  • M.P.A., Pennsylvania State University

Career Achievements & Highlights

  • CEO, Western Research Institute (1999 to 2006)

    • Annual revenue increased from $5+ million to $8+ million (60 percent growth)

    • Served as the Wyoming governor’s appointee on the state Veterans Commission

  • Director, EH&S, Coors Brewing Company (1989 to 1999)

    • Directed Coors’ environmental, health and safety program; implemented an environmental management infrastructure; managed Superfund legal and engineering affairs

    • Worked closely with Federal, state and local officials to implement programs

    • Served as governor-appointed member of the board of directors for the Colorado Center for Environmental Management

  • U.S. Army (1956 to 1989)

    • Retired as a combat-experienced, highly decorated Major General

    • Completed tours of duty as a deputy assistant secretary of defense during the second Reagan administration (specialized in nuclear safety and security exercises and training), as commanding general of Europe Engineer Division (Frankfurt, Germany), as commanding general of North Central Engineer Division (Chicago), as assistant commanding general of the 7th Infantry Division (Fort Ord, California), as commander of the Huntington Engineer District (West Virginia), and as commander of an engineer battalion in the 1st Cavalry Division (in combat in Vietnam)

Professional Memberships

  • Serves on a National Academies study committee for the U.S. Department of Energy

  • Registered professional engineer in Illinois and West Virginia
