ISS Releases Nevada’s 7 Signs of Terrorism DVD
Las Vegas, August 6, 2008—UNLV’s Institute for Security Studies (ISS) launched the Nevada “Seven Signs of Terrorism” DVD today to a crowd of more than 100 Federal, state and local public safety and Homeland Security officials; representatives from the Nevada congressional delegation and Lieutenant Governor Krolicki’s staff; private sector security officials; UNLV colleagues; community members; and local press.
The DVD, which contains both an English and a Spanish version, is being distributed to groups and individuals in Nevada that are believed to be those most likely to be in a position to observe the signs of a potential terrorism plot. Those groups include workers in the fields of general security, public school security, airport security, transit (including cab drivers), and hospitality (particular those employed in public areas of hotels).
“We thought if we could get this out to key business leaders in the community, we could make a difference,” said Dr. Dale Carrison, Chair of the Nevada Commission on Homeland Security. “We want to get this DVD out to everybody that’s out there – to my neighbor who’s retired, to my postal carrier – everyone. An informed public is key to law enforcement today.”
The ISS, in support of the Nevada Governor’s Commission on Homeland Security and the Las Vegas Metropolitan Police Department (LVMPD), coordinated the production of the training DVD aimed at providing a concise terrorism awareness message. The DVD, which serves the entire state of Nevada, illustrates the “Seven Signs of Terrorism” and explains how to report such signs. The “Seven Signs of Terrorism” are:
• Surveillance
• Information Gathering
• Testing Security
• Planning
• Suspicious Behavior
• Rehearsal
• Getting Into Position
According to the DVD, if a potential terrorist act is interrupted during any of the “Seven Signs” the planned act can be stopped. Ordinary citizens reporting suspicious activities they have witnessed is an important tool for law enforcement working to stop terrorist acts. Viewers of the DVD are encouraged to call 1-877-828-8386, the number for the Southern Nevada Counter-Terrorism Center, to report any of the “Seven Signs of Terrorism.”
At the DVD roll-out, held at the UNLV Foundations Building, ISS Executive Director Scott Smith kicked off the event by thanking Senator Harry Reid’s office for providing the grant funding that made it possible for the ISS to be of service to the state of Nevada through the production of the DVD. Next Smith introduced Dr. Dale Carrison, Chair of the Nevada Commission on Homeland Security; Rick Eaton, Director of the Nevada Department of Homeland Security; and Lieutenant Tom Monahan of LVMPD, all of whom made brief remarks about the importance of the DVD.
Immediately following their comments the 15-minute video was shown, first in English and then in Spanish. Local media were present to cover the event, including Channel 5, Channel 8, Channel 3, Channel 13, Univision, Vegas PBS and the Review Journal. Channel 5 anchor Shelley Bruner is the English-speaking narrator of the DVD and Univision’s Marines Linera is the Spanish-speaking narrator.
The DVD management team members all have extensive backgrounds in the security field. They are Lieutenant Monahan of the LVMPD, Vice Chairman of the Governor’s Homeland Security Commission Jerry Keller (former Sheriff of LVMPD), Sergeant Ken Heffner the LVMPD project coordinator, Scott Smith, and Ross Bryant the ISS Director of Training.
